BlackRock, DTCC, ICE and Visa join Circle's Arc as founding validators

Eleven institutions will secure the stablecoin issuer's own layer-one network before its 16 September mainnet, and the DTCC will make Arc a supported chain for tokenizing the assets it custodies from the second half of 2027.

What happened

Circle said on 5 August that BlackRock, the Depository Trust & Clearing Corporation, Galaxy, Global Payments, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation and Visa will join it as founding validators of Arc, the layer-one network it has built for stablecoin payments and settlement, whose public mainnet is set for 16 September. BlackRock is expected to deploy BUIDL, its tokenized dollar fund, on the network. The DTCC will enable tokenization of assets custodied at the Depository Trust Company and will make Arc a supported blockchain for the DTCC Tokenization Service, which Ledger Insights reports is scheduled for the second half of 2027, behind Stellar in the first half. BlackRock, BNY, the DTCC and Standard Chartered are each building or exploring integrations spanning tokenized asset settlement, digital asset custody, stablecoin access, and foreign exchange and repo infrastructure. 'Arc is built on a simple premise: that the global financial system deserves a blockchain network it can trust,' said Jeremy Allaire, Circle's co-founder, chief executive and chairman.

Why it matters

The institutions that clear, list and custody American securities have agreed to run nodes on a chain owned by the company that issues USDC. That is a different arrangement from a bank consortium building a ledger of its own: the infrastructure belongs to a vendor and the incumbents are securing it. Ledger Insights notes that the DTCC's no-action letter from the SEC requires pre-approved blockchains, which makes a validator set of regulated institutions useful to Arc rather than incidental to it. Cryptobriefing reports that fees on the network are denominated in USDC, so the issuer's own coin is the gas and the cost of using the chain is a dollar cost.

What is not settled

Circle publishes no validator economics: nothing on staking, on what a validator earns, or on how a set that Ledger Insights describes as initially permissioned opens beyond the founding cohort. Ledger Insights also reports that BlackRock, ICE, SBI Group and Standard Chartered took part in Arc's $222m token presale in May, so several of the institutions securing the network also hold its token; the earnings release published the same day names the ARC token only in its risk disclosures. Almost everything announced is dated ahead: the mainnet on 16 September, the DTCC integration in the second half of 2027.

    A founding validator. The Block reports that Visa Direct clients will be able to prefund and pay out in stablecoins through zerohash, extending a capability Visa first announced in September 2025.

  • Mastercard Incorporated Payment provider

    A founding validator. The Block reports that it has begun a pilot applying its Crypto Credential framework to stablecoin payment flows with Borderless.xyz.
