The largest crypto exchange by trading volume, and on 14 August 2026 the publisher of a list of sixteen platforms its users may no longer transact with. Fourteen of the sixteen are an annex of European Union sanctions law, reproduced entry for entry and enforced through its terms of use rather than through any jurisdiction's process.

The profile

Binance operates the largest crypto-asset trading venue by volume and, on its own account, launched in July 2017 and reached 250 million registered users by January 2025. Changpeng Zhao is described on its site as co-founder and former chief executive; Yi He is co-founder and co-chief executive and Richard Teng is co-chief executive. The site states that Binance Exchange is regulated by the Financial Services Regulatory Authority of Abu Dhabi Global Market, where its entities are recognised as a Recognised Investment Exchange for derivatives. It has no single home supervisor and operates through a patchwork of local entities and registrations, which is what makes its own announcements a de facto rulebook for the users who cannot reach a national regulator's list. Finance Magnates records that the company paid $4.3bn in November 2023 to settle US compliance charges and remains subject to an independent monitor under an agreement with the Department of Justice. Its user notices are published to a public announcements service on binance.com and carry effective dates, named counterparties and consequences; the notice of 14 August 2026 is the first this desk has read that adopts the entry into force dates of a European Union regulation as its own.

Restricted counterparty notice
A published user announcement naming platforms Binance will no longer process transactions with, from a stated date. It tells users not to send to, receive from or otherwise transact with them, warns that attempts may be held for compliance review with wallet restrictions applied, and says such activity may breach the Terms of Use.
Compliance review
The stated consequence of attempting a restricted transaction. The notice does not give the review a length, a standard or an appeal, and the restriction it authorises falls on the user's wallet rather than on the listed platform.
General announcement
The notice's own classification, carrying the boilerplate that products and services referred to may not be available in the reader's region. It states no jurisdictional scope of its own, so the geographic reach of a restriction is not established by the document that imposes it.

A notice of 14 August 2026 tells users not to transact with sixteen crypto platforms from 7, 13 and 23 August. Fourteen of the names and both later dates reproduce Annex VIII of Council Regulation (EU) 2026/1848. The notice cites no authority and no jurisdiction, and says an attempt may breach Binance's terms of use.
