The profile

World Liberty Financial LLC is a Florida limited liability company whose core product is USD1, a fiat currency-backed stablecoin. Its other products are WLFI, a governance token made tradable after a holder vote and used to propose and vote on platform decisions; WLFI Markets, a supply-and-borrow venue provided by Dolomite; an AgentPay software development kit for machine-initiated payments with per-transaction, daily and weekly spending limits and a manual approval threshold; and bridge and convert tools across the networks USD1 and WLFI run on. The charter applicant is a separate entity: World Liberty Trust Company, National Association, of Bay Harbor Islands, Florida, a wholly owned subsidiary of WLTC Holdings LLC, which the OCC records as sharing indirect common owners with World Liberty Financial LLC. The OCC's decision names Zachary Witkoff as organiser, director and president, Scott Alper and Robert Witkoff as organisers and directors, Jeffrey Weiner and Erin Baskett as independent directors, and Mack McCain, Brandi Reynolds, Himang Patel, Chris McNab and Corey Caplan as officers. Three shareholders gave the OCC written passivity commitments: DT Marks SC LLC, signed by Eric F. Trump as president; StringZ Holding RSC (DE) LLC, signed by Hamad Khlfan Ali Matar Alshamsi; and AMGUS, LLC, signed by Zachary Folkman. CNBC reported on 14 August 2026 that World Liberty Financial's website states an entity affiliated with Donald J. Trump and certain of his family members owns 38 per cent of the company; the OCC's decision records that neither World Liberty Financial, Inc., nor foreign investors in it are parties to the charter application.

A dollar-backed stablecoin issued and custodied to date by BitGo Bank & Trust, National Association, which the OCC's decision of 14 August 2026 describes as its current exclusive issuer and custodian. Reports put its supply at about $4bn, which would make it the fourth largest stablecoin; the OCC decision carries no figure.
World Liberty Trust Company, N.A. (proposed)
Proposed national trust bank, charter number 25407, OCC control number 2026-Charter-344521. Its stated activities are USD1 issuance, redemption and reserve maintenance in a nonfiduciary capacity, digital asset custody as a fiduciary, and conversion of approved stablecoins into USD1 for custody customers only.
WLFI
The platform's governance token, through which holders propose, review and vote on decisions. It is not part of the bank's business: the OCC's decision states that the Bank will not issue, custody or deal in WLFI tokens, and treats comments about purchases of the token as outside the scope of the charter application.
