The Vienna retail platform that was the first firm Austria licensed under the crypto-asset regulation, and on 14 August 2026 the subject of the first penalty decision that authority has published under it. The fine was 70,000 euros for filing a white paper late and advertising the token before publishing it.

The profile

Bitpanda was founded in Vienna in 2014 and describes itself as an all in one place broker, selling cryptoassets, precious metals, US and European shares and exchange-traded funds, its own crypto indices and leveraged products to retail customers, with more than seven million users and more than 700 staff on its own account. Lukas Enzersdorfer-Konrad is chief executive; Eric Demuth, Paul Klanschek and Christian Trummer founded the company and Demuth is executive chairman. It sells trading, custody and tokenization infrastructure to banks and fintech companies through a separate business, and in 2025 replaced its BEST and Pantos tokens with Vision, whose white paper names Bitpanda GmbH as offeror and the VISION web3 Foundation of Zug as issuer. The Austrian Financial Market Authority authorised it as a crypto-asset service provider in April 2025, the first such authorisation the authority granted, and the group also holds licences from BaFin in Germany and the MFSA in Malta. Reporting drawn from the company's own white paper puts its 2024 net profit at about 61.7m euros against 13.6m in 2023, on a balance sheet of about 1.03bn euros, and the group's 2025 adjusted revenue at 371m euros.

Crypto-asset service provider authorisation
The licence under article 63 of the crypto-asset regulation that lets a firm provide custody, exchange, order execution and related services across the Union from one member state. Austria granted Bitpanda the first of its own in April 2025, and the group holds two more, from the German and Maltese authorities.
Vision (VSN)
The token that replaced BEST and Pantos in 2025, offered by Bitpanda GmbH with the VISION web3 Foundation of Zug as issuer. Its white paper records notification on 6 June 2025 and publication and the start of the public offer on 9 July 2025, with the token live on 16 July. The authority has not said whether the penalty concerns it.
Crypto-asset white paper
The disclosure document an offeror of a crypto-asset that is neither an asset-referenced nor an e-money token must draw up under title II of the regulation and send to its national authority at least twenty working days before the day it is published. Marketing may not be circulated until the white paper is out.

Austria publishes its first MiCAR penalty, a 70,000 euro fine on Bitpanda

The Austrian Financial Market Authority published a penalty of 70,000 euros against Bitpanda GmbH on 14 August 2026 for sending a crypto-asset white paper to it later than twenty working days before publication and for marketing failings under article 7. The proceeding was ended on an expedited basis and the decision is legally final.
