The profile

OKXICE LLC is a Texas limited liability company owned 50 per cent by Intercontinental Exchange Holdings and 50 per cent by OKC USA Holding, and decisions sit with its board of managers. It operates OKXICE TSV, a tokenized securities venue under the SEC's temporary conditional exemption of September 2026 for distributed-ledger venues trading tokenized NMS stocks. Its public notice of 4 October 2026 describes a venue with no order book: trades run through Uniswap v4 pools on the XLayer blockchain behind a permissioning contract that admits only wallets holding a non-transferable token issued after identity checks by OKX's US entity. Customers keep their own wallets, the venue does not take custody or extend credit, and it is to operate 24 hours a day, seven days a week. Administrator keys managed by OKX Technology Inc. can upgrade the contracts, and the notice says changes take effect without a timelock.
