The ECB seats 61 advisers, and 19 of them back a euro stablecoin

The Lithuanian operator of a DLT trading and settlement system authorised under the EU pilot regime, running issuance, custody, trading and settlement of fixed income on one permissioned ledger. On 20 August 2026 it said it is one of four DLT operators registered for the initial launch of the Eurosystem's Pontes solution on 21 September.
Axiology operates what its own site calls a DLT Trading and Settlement System, authorised under Regulation (EU) 2022/858, and holds a financial brokerage firm licence as a MiFID investment firm from the Bank of Lithuania; it advertises ISO 27001 certification and DORA compliance alongside them. The infrastructure is permissioned and built on the XRP Ledger, with a built-in decentralised exchange supplying the secondary market, so a single platform covers issuance, custody, trading and settlement for tokenized fixed income rather than handing each leg to a different institution. The business in practice is small European bond issuance and shareholder registry work: a third bond distribution for LHM Group through the co-investment platform Letsinvest, at EUR 3.5m, following the first registration in December 2025, and what it describes as Lithuania's first self-service company share register platform, launched in July 2026. It went live as a validator on Canton in 2026, and in August 2026 appointed David Newns, formerly head of SIX Digital Exchange, and Boris Battistini to its board. Its chief executive is Marius Jurgilas. Its Pontes work connects the securities leg on its own ledger to a cash leg settling in central bank money, and it says participation in production remains subject to certification and regulatory approvals.

The ECB published on 19 August 2026 the 61 participants selected to advise the Eurosystem on Pontes and on the Appia roadmap, replacing two earlier groups from September 2026. Nineteen seats belong to the Qivalis euro stablecoin consortium or to Qivalis itself. Axiology said a day later that Pontes goes live on 21 September with four registered DLT operators.
