Scope

It excludes e-money tokens: a token referencing a single official currency is authorised as an EMT, which is the route every euro- and dollar-referenced token in the European Union has taken, so a zero here is a statement about the asset-referenced category alone and not about EU stablecoin activity. It also excludes issuers whose applications are pending, which the register does not publish.
